The state isn't BANNING adoption to gay couples, it's allowing adoption agencies to decide their own policies on adopting children to gay couples. So yes, while some religious adoption agencies would now be allowed to refuse adoption to gay couples, any non-religious adoption adoption agency will most likely still adopt children to gay couples.
