Madonna. Grace Jones comparisons are a bit weak aesthetically and sonically. But she's surpassed Madonna in artistry now in my opinion, as she hasn't relied on annoying people to create her art, she just creates.

More on topic: I'd say that musically she's clearly closest to Madonna, but on the fashion side, she's always had a much bolder approach that's shared with Jones.

Fashion-wise definitely Grace Jones. Even if you look at Jones post disco Work, you see a lot of theatrics possibly influencing Gaga, like the way she knows how to command a crowd.

If certain Songs by Grace inspired Gaga it would be Bullshit, Pull Up To The Bumper, Nightclubbing and Hollywood Liar. Grace Jones was or is way more Jamaican-Influenced, something Gaga barely touched in Songs, as of yet.
