Pop music was low brow, meaning it was looked down on as pretentious and stupid. It’s quite often looked down on my musicians and listeners as having no artistic merit and just existing to make money. What Gaga is saying here is that she believes pop music does have a certain art to it, and people shouldn’t be embarrassed for listening to pop as opposed to indie for example.
