It's totally arbitrary where the cut-off is, but "high" notes are generally those that are near the top or above the staff. It also depends on the key with which someone's singing, their own personal range, and the song that they're singing as well. It's a very relative term, but in a song like, say, Applause, the high notes clearly come after the second post-chorus as she hits into her falsetto (i.e. being higher pitched than literally every other note in the song). Or if it's in The Cure, those runs at the end are high notes (though TC has a lot of high notes) with respect to the song as the verses are fairly minor, but put those runs in another song with a whistle tone or something and they aren't so high. So what is high and low is very relative, but the general rule of thumb is to listen for higher-pitched notes if you aren't reading the notation. Surely a better example could have been found. Surprised no Pink or Kelly Clarkson in the video. Is the Celine clip from the 90s or fairly recent?
