If we can't legally get ACT II, why did DJWS play a bit of TEA?

I know, another ACT II thread. 

Apparently, Gaga can't legally release ACT 2 because it's own by Troy. But I also hear that management doesn't own your music just that they get a cut from the sales. 

Why was DJWS allowed to play TEA's intro? Can't he just play the unreleased tracks for us live? It's probably up to Gaga what gets put out at the end of the day. Maybe she doesn't want the music out? 

Thoughts?

ARTPOP was in lots of cases a collection of previously done beats and instrumentals, reused by Lady Gaga. TEA was probably some instrumental that DJWS had in his drawers, so it's his no matter what.

He said, "no vocals" he purposely left them out. Gaga has tweeted out lyrics to TEA so there was some creation. 

Gaga herself confirmed songs like Onion Girl saying "it's so good" on a radio show, also mentioning Tinnitus and In like With You. I'm sure these tracks were finished or at least layed down for demo when she mentioned them. 

Sire is another track that has actual lyrics that she sang to fans, DJWS also confirmed the BPM of Sire. 

Basically an EP could have been ACT 2 

01. Tea

02. Onion  Girl

03. Tinnitus

04. In Like With You

05. Sire

06. Partynaseous

07. Brooklyn Nights

08. Temple

After hearing that “Tinnitus” was (supposedly) unrecorded and was just written, it makes me wonder how many songs were actually left like that. Even the ones that were recorded like “PARTYNAUSEOUS” and “Red Flame” were very sloppily done so and sound more like a concept demo than a near-finished song. “Brooklyn Nights” is the only exception but that’s because it was on the tracklist until the final decision day. Also worth noting is the fact that she said:

Meaning she probably rehearsed her vocals over an instrumental rather than just record them

TEA is his work so he's allowed to play things like that since it's scrapped as long as Gaga is not involved in whatever he plays

Hmm I don't think Troy owes anything apart from the final album and mastered songs that didn't make the cut, all the demos etc are owned by the producers..

She probably didn't even record the vocals for TEA or any supposedly song of Act II.. it was just an idea that became too big for this fanbase..
