Those kind of people don't deserve to be alive. There is no point in having them in jail because they won't regenerate and are just going to be there occupying space and consuming resources from the government. The world will be better with them dead, and while at it, they should suffer as much as that poor innocent child did and not even their blood will be enough pay for what they did to that kid and the message that they are sending across with their actions.
