All pop female artists use sex to sell, but considering Madonna actually made a book called SEX and that she was almost arrested for simulating masturbation at a concert, I'd say Madge. Maybe not as much now but back in the day, she was the queen of sex.

Umm? Look at fifth Harmony's singles , side to side, work, Zayn.... sex still sells, and aside from Adele and Ed Sheeran the biggest hits are still about sex.

Everyone does it in different ways. Gaga sings about sex but she isn't traditionally sexy. Madonna blended sex and religion and made it controversial. Miley looked outrageous and was doing it purely for attention, she was by no means a sex symbol. 

 

You can sell sex without being sexy. I would say Rihanna is the most traditional sex symbol on that list, as well as Britney

Overall? Britney. She doesn't have a single era in which she didn't sell sex. It's not bad, of course.

Madonna too, a lot, but she had periods in which she talked about sex in a more mature way (sexual personality, AIDS, there's not doubt she helped the LGBT community like no one else has) and she didn't use sex, just to sell. She's not directly using it since EROTICA. Britney is still selling sex, 19 years into her career, and didn't speak about those issues.
