First of all because as many have pointed out here, its useless.

Secondly, its unecessary, it wont deter terrorists that are already ready for death, if anything, it will challenge them, the second its used on a "susected terrorist" youll have all ISIS ready to take revenge in a way a 100 times harsher.

Its just pointless violence, that will most likely be abused, used in the wrong people, youll have police waterboarding black people just for fun excusing it with dumb reasons like they always do.

Hmm. Hopefully I'm never suspected of being a terrorist because (although I'm not a terrorist) if officials start torturing and waterboarding me I might just confess to being one and tell whoever is torturing me what I think they want to hear

If waterboarding isn't torture then why would terrorists even spill any information? 
If the suspected terrorist isn't under intense physical and/or psychological pressure why would they just spill the beans? From all accounts, waterboarding really isn't very nice at all. 

And tbh, If investigators suspect I'm part of some terrorist plot and they start cutting off my fingers and waterboarding me for hours while I feel like I'm drowning, I might very well just say I'm a terrorist and say whatever I think they want to hear so that they will stop causing me grievous bodily harm. The result would be a ton of misinformation for the investigators (cause, as it so happens, I'm not actually a terrorist and I'm not involved in any sort of plot against the U.S) and a few of my fingers missing. 

That truly would be a spectacular win for freedom and the great U.S. of A. 
A shining example to the rest of the world.

I remember some conservative commentator who advocated for waterboarding tried getting waterboarded and had to stop after literally a fraction of a second. They just started pouring the water and he threw in the towel. Now he advocates against it as a form of actual torture.
