The reason its an accusation is because its not clear whether or not this was bad enough to categorize as assault. He merely grabbed his arm and due to his rush of anger hit another member of parliament by accudent on the chest Some argue it was innapropriate behavior but not enough to count as manhandling or assult, but some say it is hence, the controversy!
