Mostly because 21 didn't sell 90% of the copies in the first month.It took many months to make those huge sales... Also SFTTR,SLY were true hit songs.. 25 has great songs but not real standouts

The charts aren't all about sales. If the song has good radio support and people stream it, it has a shot at charting high.
