If we talk about potential, then it's true that Gaga is Madonna's only rival in 30 years. No other contemporary stars (even during their peaks) had the impact Gaga had. Right now, things are a bit cold. But we all know that Gaga isn't the one to srep back. So it'll be interesting to see how things go between these two in the upcoming years. Gaga has sold 25 million albums, Madonna has 200 million. I'll say it again: Gaga isn't even close. And there is no way Gaga will reach Madonna in 20 years like you said, as sales are in the dump and no one knows if Gaga will stay relevant for that long.But you also have to take into account that back then there wasn't any illegal downloads and that many artists would sale a huge amount of records.
