Japanese-Korean relations haven't been exactly perfect and she should be aware of the "dumb white person" stereotype. I think probably saw the outfit and thought it was cute and fit the culture. Japan and Korea are obviously different places but they do share some cultural similarities, just like France and the US (used France as an example because the French speak a different language) do. But it's not offensive like, it wouldn't get upset me if she went to Mexico with Portuguese words on her outfit. It'd just make me cringe and discredit her a little bit. The world is so PC these days. Gaga isn't some systematic menace against the Japanese people. She's a goddamn popstar who most likely cared more about the color than what was on it. Maybe she liked it because it was colorful and obviously Asian inspired, therefore fitting for where she was, in Asia! Maybe she knows it has Korean words on it but she just couldn't wait to wear it! If I wore a shirt that said "Bonjour" in Italy, does that mean I'm racist and think France and Italy are the same or does that mean I just happen to be wearing a shirt that says Bonjour in Italy...
