"On the instructions of the political echelon... 4,000 dunams at (the settlement of) Gevaot is declared as state land," the army department charged with administering civil affairs in occupied territory said, adding that concerned parties have 45 days to appeal. It said that the step stemmed from political decisions taken after the June killing of three Israeli teenagers snatched from a roadside in the same area, known to Israelis as Gush Etzion settlement bloc. Israel has named three Palestinians from the southern West Bank city of Hebron as being behind the murders. The Etzion settlements council welcomed Sunday's announcement, and said it was the prelude to expansion of the current Gevaot settlement. It "paves the way for the new city of Gevaot", a statement said. "The goal of the murderers of those three youths was to sow fear among us, to disrupt our daily lives and to call into doubt our right to the land," it said. "Our response is to strengthen settlement". Settlement watchdog Peace Now expressed alarm. "As far as we know, this declaration is unprecedented in its scope since the 1980s and can dramatically change the reality in the Gush Etzion and the Bethlehem areas," it said in a statement. "Peace Now views this declaration as proof that Prime Minister (Benjamin) Netanyahu does not aspire for a new 'Diplomatic Horizon', but rather he continues to put obstacles to the two-state vision and promote a one-state solution. "By declaring another 4,000 dunams as state land, the Israeli government stabs (Palestinian president Mahmud Abbas) and the moderate Palestinian forces in the back, proving again that violence delivers Israeli concessions while non-violence results in settlement expansion," it said. If I were to describe a movie equivalent of the West Bank in words, it would be part way between a scene from John Carpenter’s Escape from LA, mixed with a little of your favorite Spaghetti Western, with strong hints of Heart of Darkness – the book, not the movie. Well at least that’s the impression I get from some of the Israeli press, which then filters down into the psyche of the people, who get an image of a savage territory with pockets of light built by the settlers. I won’t mention that most of these settlers have formal military training as part of their conscription, nor that they are often heavily armed. No, that wouldn’t be right. I won’t bring up the fact that there are a number of settlements around the West Bank from which the residents often go on rampages against the nearby Palestinian villages, destroying trees and other crops. I won’t even point out that over the years “civilian†settlers have killed dozens of Palestinians. I’m not going to mention any of those points because that would distort the image. A Jewish settler from the illegal settlement of Mitzpe Yair chases a flock of sheep and threatens their Palestinian shepherds from Gwawis. He is holding an M16 rifle, issued to him by the Israeli army, as part of his paid job as a security coordinator. (photo: Shiraz Grinbaum/Activestills.org) No, the image presented by Israeli politicians and, by extension, the press is one of settlers attempting to coexist with bloodthirsty Palestinian savages. As Israeli politician and settler David Rotem once told me, and I paraphrase here: “We even let the Palestinians harvest their grapes from their land that is now in the settlement security fence.†See, they’re trying! Where am I going with all this? Well, on August 25 there was an incident reported in the Israeli media about a settler couple with an infant being stoned on their way home. The result of the stoning was that a rock hit the husband, who was driving, which led their car to overturn. But there was a surprise element: According to the wife, the family was immediately aided by Palestinian bystanders (she could tell they weren’t terrorists. Her words not mine) and a Palestinian Red Crescent ambulance. And one got the feeling from reading the various articles that this humanitarian gesture was somehow odd. On a side note, Arutz Sheva, the Israeli settler press, had a headline in their coverage of the incident saying, “Rocks Are as Dangerous as Rockets.†I’m fairly certain that if Israel had shelled Gaza with rocks rather than rockets for the past two months the outcome would have been a completely different story. But I digress. Israeli media always likes to look at one certain convenient event and quickly point the finger, and say, “They started it.†It isn’t constructive, and it doesn’t get down to the root cause of things: Why do Palestinians throw rocks? Of course many Israelis are indoctrinated with the concept that Palestinians throw rocks to kill Israelis, and this is simply not true. Can rocks thrown at cars kill? Yes, and in the past they have. But most youth and children throw rocks because they are frustrated, they are at a rebellious age or, quite simply, because they are bored, and living under occupation limits the options for channeling that energy more constructively. When they throw stones they aren’t thinking of killing or even maiming. Many of them probably just enjoy the sound of glass breaking (and for the record many, Arab cars have been stoned by mistake). But they are frustrated, and the root cause of their frustration is the occupation, and a symbol of that occupation just happens to be driving by at the time. As for the surprise in the Israeli media about the Palestinians coming to the aid of this family, I have a first-hand example of my own. One afternoon not very long ago, while driving home from Hebron, we saw a settler car overturn in front of us (no rock throwing, just bad driving). Myself, along with almost two-dozen other Palestinians who happened to be on the road at that time, stopped to rescue the lady and her daughter. They were settlers, but they were human beings first. We administered first aid. We called an ambulance. We gave them water. They were obviously in shock so we paused our journey to stay with them. That is to say until another settler called in the army, which arrived with fingers on the triggers and ordered us out of the area like we were all a bunch of thugs about to lynch the mother and her daughter with bandages and rubbing alcohol. The bottom line? Israeli settlers have been an instrumental element in the ongoing oppression of the Palestinians living in the West Bank. Their presence in settlements on Palestinian land is illegal. He was 10 years old. Mohammed Al-Qatari was a promising soccer player from the Al-Amari refugee camp near Ramallah. A soldier shot him from a distance of several dozen meters while he was taking part in a demonstration against the Gaza war. He was 19 years old when he died. Hashem Abu Maria was a social worker from Beit Ummar who worked for the Geneva-based NGO Defense for Children International. He participated in a demonstration against the Gaza war, trying to protect children by preventing them from throwing stones. An IDF sharpshooter situated on a distant balcony shot and killed him. He was 45 years old, a father of three children. Soldiers killed two more demonstrators at that demonstration. These people were among many others killed by IDF fire far from the battlefields of Gaza. According to data provided by the United Nations Office for Coordinating Humanitarian Affairs, the IDF killed 20 adults and three children in the West Bank during the fighting in Gaza. Soldiers also wounded 2,218 people, 38% of them by live fire, a particularly high number in comparison to 14% in the first half of 2014 and 4% in 2013. None of those killed were endangering soldiers’ lives, none of them were armed or deserved to die. The fighting in Gaza loosened all restraint. Under its umbrella soldiers permitted themselves to use live fire in order to disperse demonstrations, settle scores with people throwing stones or Molotov cocktails – including children – and punish anyone demonstrating against the war. Perhaps these soldiers were envious of their comrades fighting in Gaza, perhaps they were frustrated at being far from the real action – in any event they were confident that no harm would befall them, not while in Gaza there was almost a massacre taking place, with the nation’s heart going out to its fighting men. No one stopped them, no one was arrested or prosecuted. “The Military Police is investigating†has become code for the IDF spokesman in his automatic responses, a code which blurs and conceals, until the files gather dust and are forgotten. First comes an investigation, usually leading nowhere, even when the circumstances are straightforward. There is no question of arresting anyone, even when the incident cries out to the heavens, as in the case of the shooting at Al-Fawar. The soldier who killed the boy is apparently continuing with his life as usual. These are routine practices associated with the occupation. There is no comparison to the numbers in Gaza, but this routine exposes the true face of the IDF, the way it regularly conducts itself with regard to Palestinians, and especially its persistent disregard for their lives and deaths. There was no war being waged on the West Bank – soldiers were not facing battalions of Izz-ad-Din al-Qassam fighters, nor were they up against attack tunnels, rockets, sharpshooters or explosive devices. Yet see how they killed and maimed, using live fire against demonstrating youths and even children; how they cut short the life of a soccer player who a few weeks earlier had been promised a brilliant career by Sepp Blatter, the president of FIFA; or the lives of a 10-year-old refugee boy and a social worker innocent of any crime. The crimes committed in the West Bank will not be investigated by any international tribunal – there is no need to prepare excuses, write reports or enlist lawyers. But it is precisely these smaller incidents – after all, what are 20 deaths in contrast to the hundredfold larger numbers in Gaza? – that should worry us. There was no war here, hardly any acts of terror, only angry demonstrations by those who were understandably driven to distraction by the fate of their brethren in Gaza. Note how they were treated by IDF soldiers. This is the behavior of the nation’s army, its soldiers now lauded by all.
