Well, obviously DWUW had bigger impact everywhere, yet it's sales are the same. Based on video views - you must be joking, there are millions of people who just like to listen to the song on youtube/ a video goes viral but that doesn't show any "impact", you want to say Harlem Shake had impact? lol Based on radio airplay - well, then every Katy song will have future impact since we know her situation with the radios (at least in the US) So my point is, how can you decide which song had more impact where? Well, you can't - unless you live somewhere and then based on YOUR cicle of friends/entertainment/what you do, you can say which song was more popular.. Like, AATB is selling a lot in the US, but it will hardly have any "impact" since it's generic, the topic isn't fresh, and there's nothing new there. Just an example tho.
