That'd depend on RIAA, if they'd also follow the inclusion of TEAs (10 tracks sold = 1 TEA unit = 1 album sold) and SEAs (1,500 streams = 1 SEA unit = 1 album sold). Currently, they're not.

Billboard doesn't certify albums. It'll depend if RIAA follows the conversion of TEAs or not. And by the looks of it, the conversion of TEAs to old releases seems to be optional. That's the flaw of introducing TEAs into the main album chart just now.

Given that they're also launching a chart purely for album sales, and not album equivalents, I believe they won't altogether consider both TEAs and SEAs as actual album sales. Same with the HOT 100 methodology (wherein streams and airplay are factored as "points" alongside actual digital sales), it seems they're just going to use SEAs and TEAs solely for charting / ranking purposes of the new BB 200 album chart, and not present them as the actual sales of the albums (i.e. actual weekly album sales will still be reported as promised, while clearly distinguishing which are TEAs and SEAs from what's not). I see no problem with that.
