I don't know if there's any way around that. I wasn't able to accomplish downloading my already-preordered copy of neither of the promo singles, so far. iTunes needs to resolve that annoying issue. Last week, Do What You Want did not download when it became available (I pre-ordered the album), so earlier I mentioned how I was worried Venus wouldn't download. Aaaaand it's not downloading, of course. I clicked the 'check for available downloads' button many times both within my library and in the store.
