I think this tech age leaves artists no choice but to do it this way. Good point. Yes.. I think she knows ARTPOP will leak before it's actual release date. Releasing 3 Promo Singles might result in less people paying attention to the leaks. Plus she'll drop the 'Venus' video sometime during those 3 weeks as well.
