To my understanding, the percentage of streaming to the HOT 100 pointing system (alongside sales and radio points) varies week-to-week. Their formula is quite vague, if not the most inexplicit among all the charts in the world. There are times a song surges due to its streaming being 64% of its entire HOT 100 points, but there also times when a song zooms thanks to 45% of digital sales in their HOT 100 points. This kind of approach leaves the door open for people to criticize Billboard for basically having the option to select which song would hit #1 and which would not. I prefer a permanent, definite HOT 100 formula with sales still as the highest factor + radio and streaming having a more equal percentage.
