Katy sure isn't debuting at #1 but, let's all be serious, it has a definite chance of going #1 eventually. Diamonds-type ascent to the top. For Gaga it's debut week or no week at all. We shouldn't look at BTW as the example, because that was a unique kind of song. ARTPOP seems to be more Fame-esque, and if it's fun and dancey and poppy, it should have a healthy radio run. In other words, I doubt this single is going to drop off a cliff like BTW did. I think it'll see a few weeks at #1, if not more. Gaga's lead singles are her chances at #1 now that shes become a Britney-esque fan-driven star (which is fine, similar to Swift as well.) I dont want that crap blocking her. You can ask a bunch of people and some might say Blurred Lines and others Get Lucky. The GP doesn't really know anything. A hit is a hit in their eyes.
