Probably not. It would be weird if she already knew, months ahead, that April 30 would be the date to release information. But it is weird that she did choose that moment in the video, since April 27 was the "release date" for that video. Let's say that April 30 is the big news day, it would be perfect to already hype her most dedicated fans a few days earlier. Hmm..
