Theoretically, yes, but when a song becomes a single the labels “sends it” to radios and push them to play it more often (through payola or not). But yes, a radio station can play any song if they pay the fees and not pirate it. I remember I used to hear Dance in the Dark in my local radio station every now and then back in the day. Also I remember them playing the Bad Romance leaked demo before the official was out. A Rihanna is famous for her unreleased music becoming lowkey radio hits in her early career too
