Two reasons:

1) About half the states in the US have no "age of criminal responsibility", generally agreeing that kids around 7 or younger simply don't understand enough to have legitimate criminal intent, but other states do have ages where kids become responsible for their crimes. In California it's 12, North Carolina is 8, Georgia law says the age of "criminal responsibility" is 13. Meaning anybody 13 or older who commits a crime is responsible for said crime.

2) The legal definitions of charges like "child molestation" only refer to the age of the victim, not the age of the perpetrator.

Also, in Georgia there's a mandatory transfer to an adult criminal court for certain serious charges like murder, rape, armed robbery, and child molestation which is why a 15 year old is being tried as an adult.

If convicted, which he likely will be, each child molestation charge carries a minimum sentence of 25 years.

The only kink in that is that the superior court has the discretion to throw this case down to a juvenile court but that's unlikely. They like to make examples out of people like him, I think.

Sometimes young kids to voluntarily explore together, the age ranges can vary , especially if they’re family members they may feel close and comfortable.  I’m curious if this was a consensual exploration between two young kids or if this 15 y/o did indeed molest another kid against their will

He's 15 and the child is under 12.

The charges include false imprisonment and the sex crime charges are all aggravated which typically implies force/violence.

There are two separate cases. The first case involves underage relative but the details are not publicly known. 
The second  involves allegations by a female classmate:

Cops say the girl told them she was hanging out at the gym when she saw her friend, Kroy Biermann Jr., and he suggested they go to the co-ed sauna. In order to get to the sauna, they had to walk through a family changing room, which is where the alleged incident happened.

In the police report, she claimed Kroy Jr. started to get touchy with her, and she told him no ... but he continued and, at one point, forced her mouth on his p_nis. She also alleges he digitally p_netrated her v_gina.
