In the US it falls under Conspiracy and Criminal Solicitation and both are illegal. Freedom of Speech is exactly that — speech. Actions and plans are not protected by it only speech/belief/thought is. So yes, freedom of speech in the US is exactly the same as every other democratic society WITH the only addition being about protected hate speech. So YES actually the baseline of FoS is in fact in laments terms; a law that stops the government from controlling/interfering with public opinion. Which includes your ability to debate and express freedom of speech or oppression of it. In Authoritarian countries and dictatorships (like North Korea) you in fact, cannot discuss or imply that you have no freedom of speech without consequences. In fact any form of criticism is classified as treason in North Korea, and guilt by association is also a thing where your whole family is affected by your criticism. However, I absolutely do not trust many of the companies behind the big social media platforms at the moment. It doesn't need to be that way either. Twitter's leadership pre-Musk was fairly level-headed, for example, even if they didn't get every call right.
