In 2012 Lady Gaga said that ARTPOP would be two volumes, one that is more experimental and one that is more commercial. Then in 2013 during the era she decided against this because she felt like it went against the idea of the album to separate commercial and experimental, so she instead was intending for the app to have other music releases. Then in 2014 she said that there is another volume of ARTPOP that she listens to, and that she wanted to release it. Then 11 years later in 2025 she said that if she doesn't think a song is good enough to release, then it won't come out. (This was in response to a question about ARTPOP Act II.) If there was a point in 2016 when she was considering putting out older music, does that mean it's not true about any songs pre 2013 can't be released due to Troy Carter?
