Looking at the specs vs the UK price and you can genuinely build a gaming PC with a similar spec for less or a better spec for the same price. 
Hell you can go to pc builders, pay their build fee and still do better for the same price. 

The ram is okay but 16GB DDR5 is only £160. 
The CPU is good. 
But the GPU is not exactly the greatest. RDNA 3 is old in tech years. It's been out for 4 years by the time the steam machine is out and this specific GPU has a weaker performance than mid-range GPU's using RDNA 3 on the market like the RX 7600 which is £300 on average. 
High end GPU's are struggling with the latest game engines, an older and below-mid tier GPU is just not worth it. Unless the "semi-custom" element is significantly custom. 

So at £460, you've already got equal ram and a better GPU. You can get an slightly weaker CPU (4.2 GHz vs 4.8GHz) in the Ryzen 5 for £150. And a 2TB SSD for £230 (can get cheaper if you don't go for the NVMe and stick with SATA). 
So with the big ticket items above, you're at £840. The 512GB model without a controller is £879. 

And then there's the added factor - you can update your custom built Desktop. Switch out a GPU when an upgrade is possible. Grab extra RAM when finances allow etc. 
If you want an updated Steam Machine, you'll need to buy a fully built sequel model in a few years or just buy a new desktop PC. 

Feels like a shameless cash grab aimed at people who don't know enough to get a better deal tbh
