Not an American, but what if someone flees outside of the country? Would they just wait for you to get back to the States so they can put you in jail? What if someone escapes and never comes back to their home country?

Honestly, if you have the money to relocate to draft dodge. You're the kind of person that the US government will seek to protect from being drafted & deployed.

There's a reason they target highschoolers. 
They don't want a infantry built on fully developed brains and maturity.
