Well you are eligible after 20 years of your first release. P!nk debuted in 2000, so she is eligible since 2020.

Gaga will be eligible in two years as Just Dance was released in 2008. Taylor applied for the first time this year and got inducted this year.

Shakira is eligible since 2011 (tho her first major release was in 1995, so let's say 2015).

Sometimes artists don't apply right away because they want to build a bit more of legacy or momentum to achieve the induction. Taylor is obviously at the peak of her career so it only makes sense.
