Essentially, the French government feels more obligated to respond. They coalition and are therefore more bound to the will of their constituents. US congressmen feel loyalty to their party and are therefore less likely to answer to the needs of their constituents. The two-party system is a huge issue. Plus, more power is concentrated to the President in France, and with votes of no confidence and having to coalition he also must answer to his people. In the US, protesting won't do much aside from energize voters. But that doesn't really matter when there's no election nearing. Plus, our government would probably respond violently. It would not surprise me for Trump to jump at the chance to use a protest in DC to call protestors violent criminals in an attempt to detain and deport PoC. And the left is generally less crazy. Right wing extremists are more likely to show up and kill protestors, and they'd somehow be painted as heroes. It'd be dangerous and reckless and would not garner a meaningful response.
