Just seen the senate has announced the bill is "assumed as passed" meaning the second it hits the senate it's approved without contest and sent to Trump. 

So really is no escape

Yes, he does and he’s signaled that he would (likely because he’s both directed the DOJ and FBI to redact his name and the bill itself gives those agencies permission to redact sensitive ‘national security’ information).
