Trump literally passed the First Step Act in 2018 - a bill that Kushner was heavily involved in pushing during the first Trump admin. The law outlawed the shackling of women during childbirth, reduced life sentences for low level drug offenders, freed thousands of prisoners on good behaviour grounds and continued Second Chance federal funding through to 2023. It reduced the distance from home that Prisoners could be placed, lessened restrictions on being granted compassionate release and broadened the eligibility criteria. It also mandated direct reporting on opiod treatment in prisons and made feminine hygiene products more readily available to prisoners. There's plenty of insider accounts that set out that Kushner's support and use of the WH is what got the First Step Act signed into law after Mitch McConnell tried to block it going to the Senate floor. Kushner's been a long term supporter of criminal justice reform after his father was jailed in 2004.
