The US wants the administration because they want to build a military base near Iran and Russia to threaten them, and the area is perfect for that, they don't really care about Armenia. So far, they don't have a military base near the Caspian Sea. There are some in Turkey, but Turkey is considered an unreliable partner that too often says "no" to US projects.

Armenia has a tragic fate. It was attacked by Azerbaijan, and there have been ethnic attacks on Armenians, and no one has helped Armenia. The EU hasn't cared, it didn't want to alienate Azerbaijan because Azerbaijan has raw materials and oil and Armenia has significantly fewer than Azerbaijan, so Azerbaijan was given carte blanche.

Armenia also had a security alliance with Russia, and Russia massively BETRAYED Armenia and didn't help Armenia, even though it was contractually obligated to do so. Russia cannot be relied upon. Worse still, Russia indirectly showed sympathy for Azerbaijan and justified it. The security alliance between Armenia and Russia is worthless.

From an Armenian perspective, a dual administration with the US and Armenia itself is the only promising option for protecting Armenia. Without the US, Armenia is small, defenseless, and helpless, exposed to the attacks and power ambitions of the stronger Azerbaijan, which receives support from Turkey. It is quite possible that Turkey and Azerbaijan will join forces and prepare another attack on Armenia in future. We have already noticed that the world does not care about Armenia and Turkey and Azerbaijan know that. Turkey attacked Cyprus and occupies northern Cyprus and parts in Syria. If Greece were not in NATO, Turkey would have already occupied nearby Greek islands. Armenia has no better alternatives, no better options than a dual administration with the US, because a US military base would most effectively protect Armenia from an attack, as Azerbaijan would not dare to attack if a US response is to be expected. That would give Armenia a status closer to Greece.

Such a dual administration would anger Russia but Russia itself is to blame. It did not protect Armenia. Armenia gave Russia preferrential treatment first and Russia nevertheless betrayed it. So Russia shall not be surprised if Armenia now aligns with the US.
