Nah it’s pretty common to rehearse most tours in studio spaces and then they do run throughs on the actual stage the days leading upto it sometimes even without Gaga and just the dancers or just the tech people. It’s pretty common.

why they are building the stage at MGM, like they will have to take it down and move it to T-Mobile arena, it's double job, for no reason 

All world tours have at least two, sometimes three exact replicas of the stages. Its the only way she can do multiple shows a week. While she’s on City A, stage 2 is already built in City B. There could be one at MGM and one a T-Mobile Arena for all we know, one for rehearsals and one for the actual opening night.

MGM arena is fully booked, for at least 3-4 shows a day, the stage in the tweet is for Cirque Du Soleil.
