If anything, Gaga has telephone appearing higher in both Spotify and Apple Music (top 5 each time) than Beyoncé (top 20 each time), and I'm fairly confident those rankings are based on streams and popularity of the songs.

We use what's available and transparent, apple music doesn't display streaming numbers and it's a mute point because the charts are mostly dominated by rap and country anyway, spotify is a far better representation, and has a far bigger userbase.

And I realize you're not malicious with the wrong facts but Telephone is Gaga's 10th most streamed song:

Also, look at the difference and contrast comparing to Beyonce:

And no, TIDAL is not making Beyonce a bigger streaming artist than gaga.
