But more generally people never consider it a war until it's a boots on the ground situation which at the moment seems unlikely. But Israel focused on expanding the shelters at the south of Israel in the last couple of years, they invested all the money to that region and postponed the whole project from the center and north of Israel. Old neighborhoods/streets/buildings, like many in Tel Aviv for example, or at Tamara, there aren't public shelters, so most of them has to hide at the stairs. Like most of my friends in Tel Aviv has nowhere to hide At Tamara the only safe place is the school. And now we see the results.. so it's not really from racist reasons but from another idiotic decisions of the government.
