It’s very unlikely. As far as I know, there were never close, and I don’t think Gaga would write a song about a recent “celebrity” that she wasn’t close with and who ended his life

he didn't end his life, it was an accident.

she may not be "close" to him but she boosted his career as a model and actor, she brought his uniqueness into the mainstream. people knew him but as a freak, she made his art an asset and something to admire.

Bit of an insensitive response.

He was an iconic part of the Born This Way era, between the music video, the Mugler show, etc.. Gaga wrote at length on Twitter when he passed, designed her Monster High doll as a tribute to him, and her Vegas museum had a shelf honoring him:
