They voted Trump because they know that with him as a president they can be loud and hurt minorities with less consequences. That's the only thing that matters to them. Its not shocking that 10 people are Nazis. They never had the power to make people join, remember how the Charlottesville march failed? Even people who used to be part of that group are not anymore.

It is not against the law to be a racist in America, but it is against the law to call for violence, so it depends on what they are chanting.
