Something like Twin Peaks: The Return is a brilliant way of both subverting expectations/saying “**** you” to nostalgia-based fan service while simultaneously creating something groundbreaking and incredible. He's saying that Phillips is saying 'You want Joker ? You think there's something good about Joker ? Ok then, have some of this'. Tarantino doesn't actually say bravo, but I think that's what he means. As for 'could Todd not have said f you and made a good movie at the same time', well, whether it's good or not is subjective. I happen to think it's good, but then I'm not a fan of Batman/Joker etc (see, I can't even describe it properly). But if by 'good' we mean successful, I think the basic concept of using your movie to say f you to the people who are the likely audience is going to make things somewhat .... challenging. Subversion has been a trend for the last few years and the general audience def sometimes acts like they actually have a brain these days.
