Making Arthur the catalyst of a movement that created potential other Jokers, but also Harley and Two-Face. It was merely a case of showing that Joker is more than one man, it was forming a movement. The guy was clearly just copying him because he was out his mind and there was a mocking undertone to it as well. If there was any intention to pass on the character, he would've had a bigger role and his name would've been made clear. You can't cultivate interest in a new Joker if you don't give any information about them. The timeline and ages of the characters were screwed from the first one, it was never going to be a franchise with legs, it was lucky it got a sequel in the first place. The message just seemed to be that power is a dangerous thing and when a mentally deranged person has influence and other mentally deranged people get inspired, it results in mass chaos and even the demise of the person who started it all. It stands to reason that if you're inspiring insane people, that insanity could cause them to want to overthrow you. Criminally insane people need professional help and should never be held up as figureheads or submitted to show trails. I don't think a third movie could hammer this message home any further. I went to the movie by myself and missed or misinterpreted a few things. I thought Lee shot herself and that her appearing on the stairs in the end is just in Jokers imagination.
