Actually a lot of institutions of higher education and figures in the political landscape use “Europe” as a way to refer to the EU. There are many many instances when the continent of Europe itself is irrelevant to the conversation. Especially when it’s about things like policy, but it would almost be silly to go out of your way to make sure to say “the European Union.” Might as well just say “Germany and France” because those are the relevant parties 80% of the time when the EU is being discussed.

Obviously this leads to confusion and shouldn‘t be used without context and one should take the silly route and call it the European Union to not further confuse our current pop singers.

There are more people than you know. People usually say or text they are going to visit EU as in Europe. European Union as a concept is giving very local pop girl outside Europe actually.
