I see them as separate concepts too,  Gaga said something about the Chromatica Ball being the concept she originally wanted for the album but couldn’t do it at that time. She clearly prefers it, but the album was the starting point, so I honestly think she loves Chromatica too.
The truth is I can't see Chromatica any other way than a fan service. After CTC, Joanne and ASIB, I think she felt the need to provide dance music again to her fanbase.

Anyway, I'm sure her contract is... intense, and she's gone on record before to state that her label pushed her beyond capacity to record music despite her knowing she couldn't "make the gold" to use her words. I thought that stopped after ARTPOP but it is interesting to think if there are still obligations anyway.

she didn't want to make music, because she wanted to die

she talked about having people around looking after her, making sure she's safe

getting her into the studio was a way to make her get better

 

and her contract is probably everything she wanted it to be

she got a new deal after joanne, so if it wasn't good enough she wouldn't have stayed with interscope, yet she did

the stuff she worked on before bloodpop got involved was "ARTPOP's little sister" aka the music she made with DJWS

and it's not connected to chromatica at all

 

the songs we got were written on a piano first, then given to producers to do whatever they felt like

the whole thing about chromatica was giving away some of the control and collabing with producers and producers collabing with each other with no ego etc.
