By not having sex, or using condoms, but handing them condoms is different than educating them. We should educate kids and teens on the issue, but we shouldnt give them condoms.

No it would be more like buying my kid candy because its a fact that kids will be kids, and will always want candy, so why not hand it out to them

So we should educate them on how to protect themselves - but prevent access to the preventative tools needed for safety? 

You do realise that the European countries you've cited as having "almost none existent" teenage pregancies are also countries where contraceptive access is rated among the most free in the world?
