In this day and age, to tease something weeks, maybe even months ahead (with nothing else) is just not smart planning. 
You can’t throw crumbs and not expect people to want what you are supposedly offering. Only to walk away in silence afterward.

but she didn't walk away in silence, she did hype it a bit, but it's just a tease, not a trailer or an announcement, it's basically the "one more thing" in big events.

I counted ARTPOP, Joanne and ASIB. And overall album sales declined a lot in the music industry during this time while Gaga's has been stable and from Joanne on better again with each release (when looking at 1st week sales).
