U did not just compare two women in music who boldly evolved their sounds in each offering of their records, hence always exciting, against someone who exactly opposite of that in spectrum of doing a huge true come back album. 
 

Also, those two women are hardline progressive politically, which reflects their biggest crowds in the fanbase,  and didn't shy to speak their mind on it. While Katy have been unrevealing her Republican trueself as of late and displeases and discouraged many of her long time fans to keep supporting her for it.

I said even harder for ppl that didnt have a loyal cult following. Katy was much more generic than Madonna or Cher or Gaga and that fact that she wasnt as controversial if anything works against her in older years because it makes her less memorable

 

U can always come up with examples of exeptions to the rule of ppl whp had hits later, but the ones that dont have big hits approaching 40+ vastly outnumber the ones that do, especially with female solo artists

 

PS: Also i said it will be hard and unlikely for Katy. I did not say impossible
