$60+million is not that much. This was her first album after Disney with her new record label, so while she was established already, she was still super young and this was kind of a debut in a way. So she probably didn’t have the best contracts back then.

Madonna also said she didn't make any money with Madam X tour, and surely she has a contract protecting her interest. I think it's just stars exaggerating, but that's just my cynical opinion.

Madam X tour was actually not very lucrative. It made even less than the Bangerz Tour. And it only had 3 dates less. To „break even“, because of the small setting for a more intimate experience, they went a more „residency“-style route. 

If she has a certain budget, she exceeds it and she only makes 5% of the box office after taxes.. Not even hitting 3 million don‘t sound like a lot for someone with a net worth of $850 million.
