Because taxes are a debt to the public system, aka all the other people, especially those who might need it from a social system. People who pay their taxes even if they can barely make a living.

How can you be so disconnected from reality that you don't understand how residency works? If you're registered as living there, then you officially count as a resident, no matter how much you're travelling.
