The Joker was never based on any DC comics, They took the character and basic ideas of it, but using new origins story. And most likely why more people react positively to it, cos it wasn't feel so comic booky. I can see they could do the same for Harley's back story too. Also some people still choose wear masks, especially in places like airports. Mandate is lifted but people are free to choose.
