I wonder why she chose NOBTR to rework and re-visit out of all songs? Is it because she knows it’s one of her absolute best unreleased tracks and it’s a personal fave of hers? I’m not questioning her choice to re-do that song I’m just wondering why she did if anyone knows

It's not unusual to revisit old songs. Sometimes certain songs don't work for the album they're making and are put on hold til they find a new place. She used a part of Earthquake on Fashion of His Love, Stupid Love was created during the A Star Is Born sessions, Telephone during The Fame/Britney's Circus, Sine From Above was an old Elton song from 2013, etc. It's just part of writing music and every artist/band does it, not just Gaga.

For Chromatica? No. I think Bloodpop said that Stupid Love was an early demo they brought during A Star Is Born first but didn't end up using it. For Chromatica, they had Stupid Love, Rain On Me, Enigma, Babylon and either Alice or Free Woman but 5 of those songs were the starting point for the Chromatica sound.
