In most categories people just vote for the winner and whoever gets the most votes wins. However, with best picture voters rank their options. Whatever movie they want to win goes in their number one spot, second choice, and so on. When the votes are counted, they eliminate the movie with the least amount of first place votes and go to the second choice on that ballot. This is repeated until a film has over 50% of the votes. Top Gun has a good chance of being a solid middle of the ballot option, which is literally how CODA won last year (feel good movie everyone liked, and other nominees were divided). National Board of Review has a more commercial taste in movies and their winner rarely wins Best Picture at the Oscars, but is almost always nominated.
