This is to try and combat how inundated we are with American content and promote and encourage Canadian artists. How this "Canadian content" is defined is a bit of a complicated formula, especially with music (writers, performers, producers and where geographically the music was recorded all factor in). There is nothing currently regulating Canadian content on streaming platforms, and there is some legislation dealing with that going on. With regard to the Bieber situation Spotify is saying the current formula for what counts as CanCon is too strict and some of his song will not qualify, and they want the definitions relaxed. I don't know about France but in Quebec we have quotas of French-language songs (and by that I mean French-Canadian artists) that radio stations have to meet, except during night time.
