For clarity- they’re considering The Fame Monster as the double album that consists of both The Fame and The Fame Monster, correct?

Yes, every album on this entire list includes reissues and deluxe editions.

Madonna, Britney, Gaga - all have their first couple of albums selling more than their later albums (In the Zone/Blackout, Like a Prayer/Ray of Light, Born This Way/A Star Is Born) which might be greater artistic achievements. It appears like a pattern among pop musicians especially devoted to electropop/dancepop music.
